Thanks for the reply. The failure was inside a call to 
rsvg_handle_new_from_file which was why I tried the rsvg lists first.

  RsvgHandle* h=rsvg_handle_new_from_file("tmp.svg",&error);
  if (h==NULL)
    {
      printf("Error - %s\n",error->message);
      return 0;
    }
