 From the second-hand info, it sounds like a bit of the general  
functionality of scaling parts of the UI but not others.

There are many places this general problem shows up, but one is for  
parts of UI's (buttons, frames, general backrounds, etc). A specific  
solution using PNG images is the NinePatch format adopted by Android

Might be something to keep in mind. Either getting something into SVG  
Layout or just an agreed-upon ad-hoc method might be nice. I know KDE  
needs, including wallpaper, can use some of this stretch-this-but-not- 
that work too.
