Release of libxslt-1.1.31

  Also 2 days late but now available is that 1.1.31 release, it is tagged
in git and the signed tarball and rpms have been pushed to the original place:

  ftp://xmlsoft.org/libxslt/

  This is a relatively small release, mostly update to the configuration
and to regression test results to cope with an update in libxml2-2.9.6:

Portability:
- Fix win32/configure.js (Nick Wellnhofer)

Bug Fixes:
- Fix pkg-config related regressions in configure script (Nick Wellnhofer)

Improvements:
- Adjust expected error output for libxml2 changes (Nick Wellnhofer)
- Misc autoconf updates (Nick Wellnhofer)
