How to disable all tooltips

Greetings! Is there a place in the code base where you might set a
boolean which would allow you to disable all tooltips categorically,
ie panel ones, menu etc.? Right now the only way to accomplish this
seems to be via compiz-fusion, by setting the opacity, which is hardly
satisfactory. Or is this better done at the window manager level?
