Already installed.

nazgul@rivendell:~$ locate xproto.pc
/usr/share/pkgconfig/xproto.pc

But I figured it out now:

nazgul@rivendell:~$ echo $PKG_CONFIG_PATH

nazgul@rivendell:~$ jhbuild shell
nazgul@rivendell:~$ echo $PKG_CONFIG_PATH
/opt/gnome/lib64/pkgconfig:/opt/gnome/share/pkgconfig:/usr/lib/x86_64-linux-gnu/pkgconfig

For some reason, in my 'normal' environment pkg-config picks up the path
it is in, but the jhbuild env does not:

nazgul@rivendell:~$ pkg-config --cflags cairo
-I/usr/include/cairo -I/usr/include/glib-2.0
-I/usr/lib/x86_64-linux-gnu/glib-2.0/include -I/usr/include/pixman-1
-I/usr/include/freetype2 -I/usr/include/libpng12

nazgul@rivendell:~$ jhbuild shell
nazgul@rivendell:~$ pkg-config --cflags cairo
Package xproto was not found in the pkg-config search path.
Perhaps you should add the directory containing `xproto.pc'
to the PKG_CONFIG_PATH environment variable
Package 'xproto', required by 'Xau', not found

=> The remedy is to add

 addpath('PKG_CONFIG_PATH', '/usr/share/pkgconfig')

to my .jhbuildrc

It seems that configure actually picks up /usr/share/pkgconfig

 checking for CAIRO... yes

but during compilation it did not. Is that some bug?
