I'm not sure if jhbuild reads the repo overrides for submodules or how 
it works really. But if you already have the m4-common git repository, 
you can perhaps manually put the URL you want for the submodule:

in m4-common/.git/config

change/add the url you want like so:

[submodule "autoconf-archive"]
	url = git://git.sv.gnu.org/autoconf-archive.git

then try using jhbuild to build m4-common

Or just try to fix your proxy ;)
