It looks like you're using the repo config option correctly, but I'm no expert with jhbuild so I can't say for sure. https://developer.gnome.org/jhbuild/stable/config-reference.html.en If that option isn't working you could try modifying your local modulesets and then set the use_local_modulesets option.
