As far as I know the blocking issue for csc/Roslyn was bigendian support in the System.Reflection.Metadata library which is used by Roslyn: https://github.com/dotnet/corefx/issues/16354

That seems to be fixed now, but Roslyn needs to pick up a version of the library with the fix. I'm not sure when that happens.
