In particular, if you distribute the mono runtime with an application, your application will need to be GPL. My personal experience is that mkbundle is unreliable. But making a package that depends on mono-complete is reliable. The normal thing to do is to make a package that depends on mono-complete, and let the package manager satisfy dependencies.
