How to troubleshoot/fix a System.Configuration.ConfigurationErrorsException

Hi there,

I am using Mono 4.2.3.4/832de4b on Linux (official .deb packages) and I
am plagued by a System.Configuration.ConfigurationErrorsException; see
also https://github.com/MediaBrowser/Emby/issues/1954#issuecomment-233696310

I have tried changing the /etc/mconfig/config.xml file to defaults and
commenting the appSettings section, no luck.

This seems a Mono configuration issue; can somebody please point me
towards a solution?
