So did I. I'm finding out that the documentation on what bits are needed
for what I want to build is confusing

It doesn't. However,  Powershell…which is what I ultimately want to
build…requires dotnet.  At least from what I understand by reading the
build instructions here:
https://github.com/PowerShell/PowerShell/blob/master/docs/building/linux.md
