Mono issue after restarting oracle db server

I am linux system admin facing issue with mono reported to me by our .net
devolper.

The issue is that we have redhat 7 linux server running apache with mod
mono and oracle client, the devolper complain that every time our DBA
restarted the DB server the developer must restart the mono or telling me
to restart the apache for the code to take effect, otherwise the mono
doesn't auto detect when DB server restarted, kindly i need a solution or
hint how to solve this or how to automate it .
