A few questions to ask for more detail:

What version and revision of GDM are you running?  I ask because the
developer screwed with it in the last two versions and now it won't let
me choose my window manager like it used to.  Are you running GDM or
XDM?  If you want to run GDM, then use the sample script that came with
the distribution and rename it from gdm.sh.sample to just gdm.sh.  Place
it in a startup directory which should be defined in your /etc/rc.conf. 
Usually, this defaults to /usr/X11R6/etc/rc.d.  You could probably go
with /usr/local/etc/rc.d, too.

Are you running XDM?  XDM uses the FUNCTION keys (F1, F2, etc.) to
choose different options.  This can be defined in
/usr/X11R6/lib/X11/xdm.  Particularly, you can hack the Xresources file
(copy what they did with failsafe, but use a different function key). 
Then, add a statement to the case structure in Xsession.  This is how
GDM used to work.  Let me know if you have any luck.
