"Window level" for GNOME2 panel?

After upgrading to GNOME-2 via Raw Hide SRPMS (which I've now managed to 
build successfully, BTW), I find that the panel will always appear above 
all other windows, which I find extremely annoying. In GNOME-1 there was a 
config setting for the "level" of the panel (above, same level or below 
other windows), and according to the GNOME user doc there should be one in 
GNOME-2 as well, but I can't find it in the preferences box.

What is wrong?
