How to define default settings/launchers for a new user

We use RedHat8 with Gnome.

When we open a new user account,
the new user should go through a quite lengthy(*)
procedure of setting Launchers.

The question is very simple. If I have a "proto"
user account (properly set), can I "copy" all the
settings/launchers to any new account that I open.

(We had tried simply to copy all the ".*" directories,
but it did not work).
