How to edit GNOME Main Menu on RH AS 3

I have Gnome running on our old RH AS 2.1 system and it is simple to add 
menus to the Main Menu.
You see, there is a Panel on the Main Menu which all I need to do to add 
or remove my specific applications is go to 'Panel -> Edit menus' and 
the rest is obvious in the GNOME Menu Editor.  On that system I was 
running the following gnome modules as reported by "rpm -qa | egrep gnome":
