Ok, if nobody has seen the problem before (gdm seems unable to support
the "Willing=" directive to use an Xwilling script under RedHat), has
anybody done this WITHOUT having the problem?

Surely there's one person out there running RedHat with gdm who has
attempted to change the behavior of the XDMCP advertisement.
