Menus in 2.10

Hi there,
	So, the way panel menus work has changed in GNOME 2.10:

	I see you guys are installing .desktop files in
$(sysconfdir)/X11/sysconfig/. That location is unused now, so it'd be
best to not install there anymore.

	Also, if you notice that the system tools are appearing in the wrong
menu or something, please log a bug against gnome-menus/layout.
