battery-low and battery-caution icons don't respect fd.o naming spec

>From fd.o naming spec
battery-caution	- The icon used when the battery is below 40% 
battery-low	- The icon used when the battery is below 20%

Now, as you can see here[1] the current icons don't represent those
statement.

It's OK to swap them on svn (trunk or 2-24 too?) or is the fd.o spec
wrong?
