Gtkrc GUI?

Hello, 

I'm considering developing a front-end GUI for gtkrc-2.0. 

Before I do, does one exist? 

Or, is someone already working on one? 

Is that what gtk Theme Maker is? I understand that gtk Theme Maker is a text driven front-end--
