After much searching it appears that /usr/share/gnome/gnome-panelrc is a
full gtkrc file intended to handle all the elements in the panel.

It doesn't appear to work with Debian / Ubuntu, however.

Information would be appreciated.  I filed a bug for Ubuntu on it.
