Since the bug report has seen little traction, perhaps your best bet would be to enlist one of the accessibility project guys over on the accessibility mailing list (perhaps Willie Walker or Joanmarie Diggs), and try to get him or her to engage the gtk+ team directly.  While each application will doubtless have its own issues to consider, a single click mode for the whole desktop really needs to be designed from the toolkit up.
