Help should be window-specific. The current Help->Contents that
you see in every application is far from ideal. If I'm in the
Evolution composer window, the Help menu should contain topics
that are relevant to writing an email. If I'm in the Epiphany
bookmarks window, the Help menu should contain topics that are
relevant to managing bookmarks.

Any design that treats a table of contents as the most useful
way to access help is a step backward.
