Limiting window maximization

When I click the maximize control in the window's title bar, the window expands to fill the region defined by the display less any panels and docks. This is great for most apps, but I have an application which has a floating toolbar separate from other windows, and I'd like to be able to limit the maximize bounds of those windows to a region clipped below the bottom of the toolbar, to avoid having those windows' title bar submarine beneath the toolbar. I understand that for most apps it would be a better idea to simply put the toolbar into the top of the window, but this particular app has multiple windows for various views and it's been problematic to come up with a single-window/multi-pane layout that gives our users the flexibility with how they arrange their views as they currently enjoy by having each view in a separate window. So this leaves me with a toolbar detached from those windows and a need to limit the maximize rect for them, but I can't find an API to do that as there is for OS X and Windows.
