Full screen Windows Forms app on GNOME

Does anybody know how you can set a Windows Forms app to be truly full
screen on GNOME?

It seems that all the normal Windows methods still leave the GNOME panel
showing.

Alternatively, how do you set a window manager property like
_NET_WM_STATE_FULLSCREEN from withing a Windows Forms app?
