"10,10,10,10"
The property exists so the client can pre-know (before even being reparented) the margins the WM will add (to restore a former position/geometry) - it obviously doesn't matter whether those margins are an offset in the reparented window tree or the deco windows border.

Looks (surprisingly) not ambigious to me, but one may add a non-complete list of things (stating that it's incomplete, for otherwise somebody may not add extents from double reparenting or count things twice etcetc.)
