Thank you for your reply.  I tried as you suggested, setting the host to
http://ximian.netnitco.net since they're pretty close to us as far as
network topology goes. I then ran a rug refresh which seemed to take a while
and there were open TCP connections to web02-sj-ca-us during the refresh
from netnitco. When I run rug update, it's still very slow and a netstat
reveals that I'm still pulling packages from web02-sj-ca-us and there are no
connections to the mirror I selected.  Also, looking at /var/log/messages
after the refresh reveals that while most package information is pulled from
the designated mirror, the redhat-80-i386 packageinfo.xml.gz file is pulled
from red-carpet.ximian.com  I also tried setting the host to
http://axon.ximian.com and got the same results across the board. 

By the way, I'm running RH 8.0, rcd-1.4.2 and rug-1.4.3
