Using rug on a stand-alone (no Internet) system?

Hello,

I need to update a classified system that is a stand-alone system and does 
not connect to the Internet. I know that I will need to burn a CD with the 
packages in the red-carpet and RedHat 9 channels. I would then use the 
mount command to use the CD as a channel. But looking at the red-carpet 
cache, I believe there are other files that I would need.

Is there a directory where I could download all packages and related files 
for this purpose?
Has anyone else done this? Do you have any pointers for me?
