unable to creat user on on remote

Hi,

I am trying to set up account on my RH 7.3 server. I have installed, rug
and rcd (did not installed red-carpet). Then, according to the
instructions, I tried to create a username by using the following
command:
# rug user-add -U username -P password

however I always get the following error message:
ERROR: Unable to authenticate your username and/or password


any suggestions?
