rcd problem

Whenever I start rcd (/etc/init.d/rcd start), I get these log messages:

Jan 13 09:00:46 [3425] Done loading system packages
Jan 13 09:00:46 [3425] Loading synthetic packages
Jan 13 09:00:46 [3425] Can't read synthetic packages file
'/var/lib/rcd/synthetic-packages.xml'


and then rcd takes 99.9% of the CPU time until I stop it with
/etc/init.d/rcd stop.

Does anyone have any idea why this might be? I am running Fedora Core 1
with the latest red-carpet/rcd/rug versions. I am behind a firewall, but
this hasn't prevented me from using red-carpet before now. red-carpet
doesn't appear when I try to run it when rcd behaves in this way.
