rug mount <filesystem>

I am trying to use 'rug mount' to mount a directory or channel from a
filesystem, but when I mount it, 'rug se' does not show the packages for
those channels.

How does 'rug mount' work?  The man pages says I can specify a directory
and it should optionally recurse to all sub-dirs and load all packages
as part of that channel.

Basically, I would like to have some packages on a CD and use the system
rcd/rug to install those packages from a CD.
