My observations have been slightly different.  Starting up any
preference dialog seems to make all the preferences apply at once. 
(I've actually gotten in the habit of starting up the keyboard settings
capplet just after logging in to get my theme, mouse acceleration, etc.
set up.)

What I've observed is that prior running any part of the control center
there is no gnome-settings-daemon process.  Executing any part of the
control center (that I've tried, that is) will also start up
gnome-settings-daemon, and all of your preferences will get applied.  If
I recall correctly, gnome-settings-daemon used to get started as you
logged in, probably by the session manager.  This does not appear to be
the case now.

Since I've been insanely busy for the last week or so, I haven't taken
the time to submit a bug.  Feel free to submit a functional equivalent
of what I've stated here.

Since, as far as I know, this list is here mostly to communicate genaral
snapshot information ("Snapshot X is horribly b0rked! Don't use it!"),
it's not really the best forum to air grievances with bugs in GNOME
software.  Just toss those in bugzilla.gnome.org, and they'll get sorted
out soon enough.
