Did you kill and restart metacity? Simply replacing the binary by
install new RPMs does not restart the window manager.
(btw, that point in time when only the default theme worked was probably
when Havoc changed the theme format)

The notice is in the changelog:
* src/theme-parser.c (meta_theme_load): look for themes in
~/.themes/NAME/metacity-1/ and datadir/themes/NAME/metacity-1
instead of the old locations.
So TigertCrack which used to be in ~/.metacity/themes/TigertCrack is now
~/.themes/TigertCrack/metacity-1
