Broken Preferences

For the last several snapshots, my preferences have been being applied
when I log in. It seems that as I go to some of the individual
preferences panels, my preferences get remembered. When I go to the gtk
theme pref, it is suddenly applied. Some don't work at all like the
sawfish ones.

I can submit a bug report but I was waiting for the next snap, hoping
that its delay was due to this known bug.
