Indeed, this has always been the case.  This is one of the reasons for 
the gnome2 snapshots.  They need only to build to be released, unlike 
Ximian Desktop which is thoroughly QA'd.

The Ximian Desktop release strategy is not decided by me (or anyone on 
this list, really).  All I can do is provide GNOME builds.  Some of the 
XD work *does* go into GNOME before XD is released, though.
