Soup was mostly a research project within Ximian, way before Mono ever came around. Mono has never used Soup (nor does it make much sense to... C is an abysmal language to implement this stuff in... it's so much nicer at the C# level), but Mono is still alive and well. I think they even have a SOAP implementation, but Miguel can answer more definitively than I.
