Several options, in decreasing order of usability:

- gnome-control-center, which is a GUI front-end for among other things:
- gnome-theme-manager, which is a GUI front-end for GConf, specifically
theme settings
- gconf-editor, which is a highly generic GUI front-end for GConf (cf.
regedit)
- gconftool-2, which is a highly generic command-line front-end for
GConf.

You *certainly* have gconftool-2.  You may or may not have any of the
other more user-friendly tools.

NB: you can change the *theme* in Evolution, but it's not trivially easy
to modify colors of particular widgets etc.  That gets into the realm of
Gtk theme authoring, which at the very least involves editing text files
and for some functionality requires writing code in C.  If you're lucky,
one of the existing themes will suit you.  If not, another alternative
is to download and install other themes, for which purpose gnome-theme-
manager and http://art.gnome.org/themes/gtk2/ would come in handy.
