Why does my connector send read receipts?

I have ximian 1.4.5 on Mandrake 9.1 and whichever connector needed to
connect to MS Exchange. Every time I read an email that asks for read
receipt, it gets sent - I know because they often don't contain a valid
return address, when they contain SPAM.

Apart from the annoyment of this, this is also a serious security issue
as well as a way for spammers to harvest valid email addresses. What
leaves me totally confused, to say the least, is that nobody amongst the
developers seems to be able to bother themselves with the issue.

I have talked to the people that administrate our Exchange server, and
they know of no server option that can control this behaviour. I know of
no option in Evolution that controls this. So, can somebody please
either tell me:

1. Where in Exchange server is there an option for this?
2. Where in Evolution is there an option?

- or if there is no such options, how does one get the developers to
care?
