The file selector comes from GTK+ in most cases.  The current behavior
is hard-coded.  You can select a hidden file if you know it by name, but
there isn't currently a way to list hidden files.

The GTK+ developers have been working on improving the file selector
recently; a future version will have a far better file selector.  A

FWIW, we've patched the file selector in XD2 to add some functionality
that doesn't exist in stock GTK+ file selectors of that generation.
