Nope, do not run any command as root, unless it is specifically
mentioned. This command has to be run as the respective user.
Anyway, you don't have this tool installed. It likely will be a good
idea, to at least install the Gnome Control Center (which should include
this tool) if you are using Gnome applications.

The Gnome Control Center contains some apps to *customize* Gnome apps
set some basic Gnome wide settings -- this is not a development tool.

The section "Setting default browser using *gconftool*" explains how to
set the default browser even without having the Gnome Control Center
installed.
