I just checked the download page [1] with RHEL 3 WS and it at least
mentions all needed packages including rcd:
rpm -Uvh <red carpet rpm> <rcd rpm> <rug rpm>
Sad thing is, the download link [2] does *not* provide the rcd package.

Well, it should be available from the mentioned download page [2] as you
expected.
Dunno, why this is (currently?) missing, though -- the rcd package is
essential for proper operation, as it is the backend.
Just asked on IRC, but there where no Red Carpet developers hanging out
in Evolution channel. ;) You probably will have more luck asking the RC
developers specifically on the mailing list:
