Port 465 actually is the standard port for SMTP over SSL. Please check
your /etc/services file.
As you did not mention if you do want to use SSL, I assume "yes" --
seems reasonable judging from the sentence above. If this is wrong,
please note which services you eant to use.
Besides this: You can use special ports, if you need to, for sending and
receiving mail. Just append the non-default port to the host setting
like this:
mail.isp.net:25

Port 995 is POP-3 over SSL standard.
Well, if you just want to use SMTP (without SSL) as mentioned here,
please check your settings:
(Assuming this isn't a typo and you *really* want to use port 992 for
POP3 over SSL, and SMTP without SSL.)
Tools / Settings / Mail Accounts / <account> Edit
Receiving Mail
Server Type: POP3
Host: mail.isp.net:992
Use Secure Connection: Always
Sending Mail
Server Type: SMTP
Use Secure Connection: Never
