aspell-ru and ru-yeyo

Hello!

There is a problem with default dictionary in aspell-ru. By default,
ru.multi contains only ru-ye.multi, while mixed ye and to is Russian
standard and more universal option. Why not make ru-yeyo default
ru.multi? People, that wants to use only yo or only yo would be always
able to change it in config later.

This problem have been fixed in some distributions (I know about debian
and gentoo), but distribution maintainers tend to recommend reporting
it to upstream, so I'me writing it here.
