I unpacked aspell-0.60.2.tar.gz to a directory, logged into
cygwin and typed:
./configure

This is the version of bash I'm running
BASH-2.05b$ bash --version
GNU bash, version 2.05b.0(1)-release (i686-pc-cygwin)
Copyright (C) 2002 Free Software Foundation, Inc.
