Issue - Report this to the GNU Aspell lists.

Hi,

I downloaded Aspell 0.60.4 sources and built it using Cygwin DLLs, no 
problems here.

Then I tried to build it without cygwin1.dll
./configure CFLAGS='-O2 -mno-cygwin' CXXFLAGS='-O2 -mno-cygswin' 
--enable-win32-relocatable
And during configuration, appeared a message saying "Report this to the 
GNU Aspell lists."
(The  complete config.log is attached)
