How to add russian word to personal dict?

How to add russian word to personal dict using C API?
I'm using utf-8 encoding, everything is fine except adding russian word to dict. 
aspell_speller_add_to_personal return 0
aspell_speller_save_all_word_lists return 0
whats wrong?
