There is currently not an option to do so.  Sorry.

In Unix Aspell will use the $HOME environmental variable.  If Aspell is 
compiled with ENABLE_WIN32_RELOCATABLE it will use the "prefix" option.

The best thing is to specify the full path for the "personal" and "repl" 
option.
