I have figured this out. If you want to run the latest version 
(v0.60.6) under Windows then you need to do some extra homework and 
compile it yourself following the instructions found here:

http://aspell.net/man-html/WIN32-Notes.html

This is probably the reason why most Windows applications, like 
Opera, FreeSpell, etc. still use v0.50.3, which is the last available 
precompiled version.
