Not with Aspell 0.60, 0.61 has this feature.

This is a known bug that is fixed in CVS.

I think you are misunderstanding what the replacement list is used for. See 
section 6.3 of the manual:
   http://aspell.net/man-html/Notes-on-Storing-Replacement-Pairs.html
