spellchecker

Hi,
I am using jquery-spellchecker on Windows (with winamp).
I downloaded an Hebrew dictonary from
ftp://ftp.gnu.org/gnu/aspell/dict/0index.html
but I cannot figure out how ton install it.
I found this command: word-list-compress.exe d he.cwl | aspell --lang="he"
create master ./he.rws
in
http://www.sevenever.com/glog/Sevenever/post/Install_aspell_dictionary_on_Windows
But it does not work - it dows not create the he.rws
